Escrito al dorso: "WISE IN THEIR YOUTH. Britain, it is sometimes forgotten, initiated social services in the modern sense of the word, and still leads the world in that respect. Almost fifty years ago a group of far-seeing Englishmen, Queen Victoria´s Counsellors, met to discuss a scheme for providing a small sum of money for all people who were too old to work and erarn their living - the first pensions scheme. From this has envolved the present Old - age pension. All non- manual workers in Britain earning less than £420 a year are compelled by law to contribute a small weekly sum from their earnings to the National Health Insurance Contributory Pensions Scheme. The employer also contributes. Under this scheme every employee knows that when he reaches the age of sixty-five, he can be sure of a minimum weekly payment of then shillings, and in war time there are additional allowances paid to meet the increased cost of living. Here are two of the oldest residents in the Mitcham Garden Estate which has been specially built to house old-age pensioners. They pay no rent, only a small sum to cover the rates, which in turn are used for the maintenance of the state. The money which these old-age pensioners have been paying yo the state each week during their younger days has now assured for them a care - free and happy old age.
